Program Summary
This program funds transitional housing and short-term housing assistance (6–24 months) for human trafficking victims, paired with support services to help victims and eligible family members secure permanent housing, employment, and community integration.

Goal 1: Increase the quality and availability of housing and other services to support victims of human trafficking by funding national, state, and local victim service organizations.

Eligibility
Eligible applicants include:

• State, county, and city/township governments
• Native American Tribal governments (federally recognized and other)
• Public and state-controlled institutions of higher education
• Public and Indian housing authorities
• 501(c)(3) nonprofits (other than institutions of higher education)
• Other units of local government

No prosecutor-specific category — general government entities are eligible, but the substantive focus is housing/victim services, not prosecution.

Applications must be submitted through Grants.gov and JustGrants by the deadlines above. Applicants without documented human trafficking service experience must include an anti-trafficking service provider as a required MOU/LOI partner.
