Program Summary
This program supports local, Tribal, and statewide task forces in building a coordinated, victim-centered response to human trafficking. Funded task forces bring together law enforcement, prosecution, victim service providers, and survivors to increase victim identification and service delivery while strengthening investigation and prosecution of sex and labor trafficking cases.

Goals and Objectives of This Funding Opportunity

Goal 1: Support a sustainable, multidisciplinary, co-led task force approach to improve and increase victim identification of all forms of human trafficking, provide services to victims, and seek justice on their behalf (which can include investigating and prosecuting traffickers at the local, state, Tribal, and federal levels).

• Objective 1: Increase multidisciplinary partners engaged in task force activities and the number of individuals trained to respond to human trafficking.
• Objective 2: Engage in strategic planning and launch anti-trafficking initiatives to combat trafficking.
• Objective 3: Develop and improve procedures to address sex and labor trafficking.
• Objective 4: Increase the number of victims identified and provided services.
• Objective 5: Seek justice on behalf of human trafficking victims through the investigation and prosecution of human traffickers.

Eligibility
Eligible applicants include:

• State, county, and city/township governments
• Native American Tribal governments (federally recognized and other)
• 501(c)(3) nonprofits (other than institutions of higher education)
• Law enforcement agencies

Applications must be submitted as a paired set — one from a lead law enforcement agency and one from a lead victim service organization — with identical narratives and separate budgets. A 25% cost share (cash or in-kind) is required.
